Free shipping setup using zones

This can be used is you would like to offer one zone - or area - free shipping and not others.

You have to use zones, and one of the options 4 thru 7.
Say this is for orders over $100.00 and you have your shipping setup using option 7 set units to equal price:

you may have something like this:
Zone US
the first 25 (dollars) = $5.00 (shipping)
the next 25 = 5.00
the next 49 = 5.00 (for a total of $15.00)for the total cost of $99.00 in products.
Now here is where the free shipping will come in
the next 1.00 = -15
you are now subtracting 15.00 from the price so the shipping is free!
