How to create a Google Sitemap

First you must have a google account.  Go to google webmasters tools, here is a link:
https://www.google.com/accounts/ServiceLogin?service=sitemaps&hl=en&continue=https%3A%2F%2Fwww.google.com%2Fwebmasters%2Ftools%2Fsiteoverview&nui=1

At the bottom of the page is a link to add your url.

This is all from the google webmasters page:

How do I add a site to my account?

You can add any site, including news and mobile sites, to your account.
To add a site:
Sign into Google Webmaster Tools with your Google Account.
On the Dashboard, type the site URL in the Add site field. Make sure you type the entire URL, such as http://www.example.com/
Click Add Site.
The site appears in the Site column. Click Verify link beside the site listing, and verify site ownership to see detailed statistics and errors for it.

How do I verify that I own a site?

To verify that you own a site you have added to your Webmaster Tools account:
Sign into Google webmaster tools with your Google Account.
Click Verify next to the site you want.
In the Choose verification method list, select the verification method that works best for you.
Add a meta tag - We will ask you to add a META tag with a unique value to your site's home page. This is the easiest solution if you have created your site using a content publishing system such as Blogger.
Upload an HTML file - We will ask you to create a file with a specific name and upload it to a specific directory on your webserver. The file can be empty - we care only about the file's location, not about its content.
Once the site is verified, we will periodically check to see if the verification file or tag still exists. If the file or tag is no longer present, the site will appear as unverified in Webmaster Tools.

How do I verify my site by uploading an HTML file?

To verify your site by uploading an HTML file:
Sign into Google webmaster tools with your Google Account.
Click Verify next to the site you want.
In the Choose verification method list, select Upload an HTML file, and follow the steps on your screen.
Using any text editor, create the file that we ask for and make sure to save it with the exact name we ask for (for example, google11e5844324b7354e.html). The filename is case-sensitive and must have an ".html" extension. The file itself can be empty - we don't read the content of the file, but only check to see that it exists in the specified location. Upload the file to your webserver to the location we specify. Generally, this is the root folder for your site.
Once you have uploaded the file, click Verify button. We will verify that the file exists in the specified location. If we can't access the file, we'll give you information about the error we encountered. Once this problem is resolved, try to verify your site again.
How do I verify my site by adding a meta tag to my site's home page?

This is the best option if you're using an content system such as Blogger.
Sign into Google webmaster tools with your Google Account.
Click Verify next to the site you want.
In the Choose verification method list, select Add a meta tag, and follow the steps on your screen.

Once you've added the tag to your home page, click Verify.
We'll verify that the meta tag exists in the correct location. If we can't find the tag, we'll give you information about the error we encountered. Once this problem is resolved, try to verify your site again.

From Barb!
After you have finished adding your url to your account, you will see on your google home page a link to webmasters tools.   When you click on that you will be taken to a page where you will see your url.  Next to your url is either a number, representing that you already have a sitemap or a text link that says: add a sitemap.
Click on the link to add your sitemap.

You can either create your sitemap by using the program you download from google webmasters tools or you can use an online generator such as http://xml-sitemaps.com
After you have created your sitemap, save it to your computer (where you can find it)
It must be named sitemap.xml  You can't use the sitemap from cpanel called sitemap.php.  These are completely different files.  DO NOT DELETE YOUR SITEMAP.PHP OR SITEMAP.HTM
You need to upload your sitemap.xml to your public html folder in cpanel.  Open cpanel, go to legacy file manager, web root directory.  At the top of the page is a link to upload files.  Click on the link then browse your computer for the file and click upload.  After your sitemap is uploaded to cpanel and your site has been verified by google, go to google webmasters tools, click on add sitemap, add a general web sitemap.  Your url will be next to a text box where you need to add: sitemap.xml.  Then click on submit.  Go back in an hour or so and make sure your sitemap is okay.

That's all!
